China Publishes Mandatory L3/L4 Autonomous Driving Safety Standard; Huawei Yinwang Reports Early L3 Admission Pilot Validation

China published GB 44721-2026, titled Safety Requirements for Automated Driving Systems of Intelligent Connected Vehicles, on July 30, 2026. Proposed and organized by the Ministry of Industry and Information Technology, the mandatory national standard covers Level 3 and Level 4 automated driving systems and is scheduled to take effect on July 1, 2027. Huawei said Yinwang was a core drafting organization, contributed to requirements including dynamic driving tasks, and was among the first domestic solution providers to complete validation in an L3 vehicle admission pilot. Huawei also cited more than 1.9 million production vehicles and over 13 billion kilometers of real-world intelligent-driving mileage behind its proposals.
