WattCouncil is a governed household-energy data generation framework built around a council of specialized LLM agents. Agents generate, audit, and validate structured energy scenarios under explicit cultural, temporal, and physical constraints, incorporating household composition, time-related factors, and environmental conditions. The authors evaluate generated profiles against the CER dataset, which contains more than one year of load measurements from 4,232 households plus survey-based socioeconomic information. Ablation studies are used to examine framework consistency. The work targets the privacy, regulatory, and cost barriers that limit access to high-resolution household energy data.
